It's a bloody battle, and while they almost route the mongols, they can't quite get to the camp or force them to flee. So the defenders sortie out and fight the mongols. If they can seize that camp (the flag), the mongol army will be forced to retreat because they can no longer feed their men or horses. Their primary target is the main mongol camp where the general resides along with all the food and supplies. Instead, the defenders realize they are stronger, and sortie out for a field battle. They don't have the skill to assault the city, so instead they put it to siege, hoping it will surrender. The mongol horde approaches a walled city. My city was under siege, I added some reinforcements and after a turn or two of trying to defend the front I realized I don't have to. Unless there's a lot of units involved where it completely stops making sense. Usually it ends with one side having no units left. So the motivation to actually capture a flag, especially when having ranged units is rather low. However, there's no drawback in losing a sortie besides war score. The main issue is that the besieged with the sortie counts as attacker and needs to capture a flag. The capture the flag makes not a lot of sense it many cases.
